Close relatives of the Penguin, Puffins like this Tufted Puffin also use their wings to "fly underwater" and steer with their feet. Unlike Penguins, Puffins can also fly in the air, using their feet as rudders there as well. But they aren't very good at landing, so often they have to make several passes.
